If you just started; sure, every zone is scaled, but your gear will make things pretty difficult, by doing some calculations, you will need around 200 k Karma to get a decent set of lvl 80 Exotic gear, or just grind level 80 zones/ dungeons and hope for the best. I personally would use the booster after you have played a character from 1 to 80.
Just like ascended equipment, all equipment at this tier requires level 80 and will not become soul-bound when used on a character but become account-bound instead. Level 80 exotic equipment . Exotic equipment with a level requirement of 80 offers slightly lower stats (~5% difference) than ascended equipment but is more readily obtainable.
I can't put it in terms of the colours above, but we know that max stats will be achievable for everyone by the time they reach level 80. Pretty much the only requirement is that you play the game.
If you already have full level 80 exotic gear with the stats you want , you are pretty much max power besides ascended gear which is much harder to attain and has about a 5-10% increase in stats. This gear is not needed unless you want to do fractals or just min max. Getting level 80 is more what you want to do.
